The fullscreen.js and fullscreen.html files were copied to the correct
location on the web server, but the full screen button still isn't
working.

There must be some sort of undocumented configuration somewhere that
is missing. If you go directly to the URL given by the  "Embed" option
of the flowplayer, the full screen playback works - it's just that the
button on the Flowplayer isn't working.
