I contacted the author, and he has fixed the problem. I used a
workaround in the meantime, which involved checking out the subversion
repo for it (which was still working), then running 'easy_install .'
from the folder it checked out into.

This is still a relevant question - why does imsvdex (and elementtree
and elementtree writer) need to be installed seperately, when all of
the other products needed to run plumi come in the plumi tarball?

Hopefully this is fixed now the website is back online.
